Sirotin Intelligence Briefing: September 14–20, 2026: The U.S. Confirms It Has Weapons in Orbit, Schiess Warns a Funding Lapse Freezes a Tenth of the Space Force, and Starship's First Orbital Flight Slips to September 22

This week's Sirotin Intelligence analysis covers Secretary of the Air Force Troy Meink's September 14 declaration at the Air, Space & Cyber Conference that "the United States has on-orbit space control weapons capable of defending the Joint Force" – the first time a U.S. official has acknowledged deployed weapons in orbit – alongside Chief of Space Operations Gen. Douglas Schiess's warning the next day that roughly 10% of the Space Force's planned efforts cannot proceed without a new spending bill or congressional carveout before fiscal year 2027 begins October 1, and SpaceX's slip of Starship Flight 14 – the program's first orbital flight, carrying 26 Starlink V3 satellites – to no earlier than Tuesday, September 22. We also examine Meink's confirmation that Space-Based Airborne Moving Target Indication launches begin this month and the department's target of 500 Collaborative Combat Aircraft by 2032, Russia's week of barrages culminating in a 174-drone, two-Zircon overnight assault as Poland went on high alert over Black Sea vessel strikes, and the AFA expo's showcase of missiles, drones, and counter-drone systems.   • Meink says it out loud – "the United States has on-orbit space control weapons," and the phrasing was "very well thought out": Secretary of the Air Force Troy Meink used his September 14 keynote at the Air & Space Forces Association's Air, Space & Cyber Conference to state what no U.S. official had ever said publicly: "The United States has on-orbit space control weapons capable of defending the Joint Force against hostile adversary action." Pressed afterward, Meink confirmed the acknowledgement was intentional and the language deliberately calibrated – vague on specifics, unambiguous on existence – adding that "when we're threatened, we can take care of that." The statement completes an arc this briefing has tracked all summer: Whiting's call for "credible, acknowledged" fires in August, SWE 2040's effect-chain doctrine in July, and the Space Warfighting Framework's explicit interest in kinetic and non-kinetic offensive systems for orbital strike and space link interdiction. Secure World Foundation's Victoria Samson called it "huge" and warned it licenses Beijing and Moscow to say the same – an argument Christophe Bosquillon dismantles in his column below. Meink also disclosed operational specifics: the Space-Based Airborne Moving Target Indication constellation begins launching this September, and the department targets 500 Collaborative Combat Aircraft by 2032.
  • AFA's expo floor tells the procurement story – missiles, drones, and counter-drone systems dominate as Ursa Major shows its Draper and Hadley engines: The conference's second day, September 15, put the industrial answer to Meink's doctrine on display: the expo floor was dominated by missiles, attritable drones, and counter-drone systems – the consumable-mass procurement thesis that produced Neros's $500 million award, the $820 million PDW loan, and the White House Drone Dominance summit now rendered in hardware. Ursa Major showcased its Draper and Hadley liquid-fuel engines amid an unusual industry collaboration, reflecting the hypersonic and tactical-propulsion demand the Golden Dome and long-range fires portfolios are generating.   • SpaceX flies a Space Force payload from Vandenberg the day after Meink's speech – as SB-AMTI's first launches come due: SpaceX launched a national security payload for the U.S. Space Force from Vandenberg Space Force Base on September 15, followed by a second Vandenberg Falcon 9 mission September 16. The Space Force has not detailed the payload, but the timing is conspicuous: Meink said SB-AMTI launches begin this September, and SpaceX holds the $1.6 billion, 18-mission task order to fly sensing-and-targeting satellites from exactly this range through 2027. Whether or not this was the first, the moving-target-indication constellation Schiess named his top priority is now transitioning from contract to orbit – the capability that lets space sensors track aircraft and ships in real time, and the one Rocket Lab's $397 million Flatellite award will feed on Neutron.

  • Modula S – Holistic Health and Fitness: A $350,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity Army contract for design, supply, installation, and support of H2F structures, technology, and systems, announced September 16.
  • Clark Construction Group LLC – Enlisted housing: A $117,787,000 firm-fixed-price contract to construct unaccompanied enlisted personnel barracks at Fort Myer, Virginia, through October 2030, announced September 15.
  • Walsh Federal LLC – Secure operations facility: A $73,749,000 firm-fixed-price contract, with cumulative value of $80,914,000, for construction of a secure operations facility, announced September 15.
  • Mike Hooks LLC – Dredging: A $49,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for cutterhead pipeline dredging, announced September 16.
  • L3Harris Cincinnati Electronics Corp. – Avenger sensors: A maximum $25,241,883 firm-fixed-price requirements contract for Avenger forward-looking infrared systems, announced September 18.

  • Schiess puts a number on the cliff – 10% of the Space Force's planned efforts stall without a spending bill by October 1: In his first Air, Space & Cyber keynote as Chief of Space Operations on September 15, Gen. Douglas Schiess told the audience that roughly 10% of the Space Force's planned efforts for the months ahead cannot proceed without a new spending bill or a special congressional carveout – the most specific accounting yet of what a continuing resolution does to a service asking for a 120% budget increase. Under a CR, new starts are frozen and funding holds at FY2026 levels, which for the Space Force means the $71.3 billion request's new programs – and Golden Dome's reconciliation-dependent $17.5 billion – sit idle regardless of authorization. Schiess laid out core priorities to accelerate the service's growth, but the keynote's operative message was fiscal: the doctrine Meink announced the day before runs on money Congress has two weeks to provide. Guetlein's August warning that Golden Dome "stops" in October and Schiess's 10% figure are now the same countdown.
  • Russia escalates to the Black Sea and the border as a 174-drone barrage caps the week – Poland on high alert, Western officials' routes to Kyiv under drone threat: Russia's week opened with a September 17 barrage of missiles and drones on Kyiv, Zaporizhzhia, and Odesa that injured at least 19, with Ukraine's Air Force downing 131 aerial targets, and closed with an overnight assault into September 19 of 174 drones from Russia and occupied Crimea plus two Zircon anti-ship missiles fired from Kursk – strikes that killed eight and hit two vessels in the Black Sea, sending Poland to high alert. Reporting September 18 detailed Russian drones threatening the ground routes Western officials use to reach Kyiv, an escalation aimed at the diplomatic traffic itself. Ukraine's answers landed on Russian soil: transport aircraft – an An-12 and two An-26s – and three helicopters destroyed on the tarmac at Rostov, plus strikes on UAV control posts and training ranges in occupied Donetsk and Zaporizhzhia. The pattern connects to Meink's week: a war fought increasingly through space-enabled deep strike on both sides, and a NATO frontier state watching Russian anti-ship missiles fly.

🛰️ Technology & Commercial Developments

  • Starship's orbital debut slips to September 22 – 26 Starlink V3s, six orbits, and a Pacific splashdown wait on regulatory approval: SpaceX moved Starship Flight 14 from its FCC-filed September 15 date to no earlier than Tuesday, September 22, with a 75-minute window opening at 7:15 a.m. Central from Starbase, pending regulatory approval. The mission profile is the program's most consequential yet: the first orbital insertion maneuver, deployment of 26 operational Starlink V3 satellites – each adding roughly 1 terabit per second of capacity, 26 Tbps on this flight alone, about ten times a Falcon 9 V2 Mini launch – a single-Raptor deorbit burn, and a controlled splashdown in the Pacific west of Chile after roughly six orbits at 275 kilometers over a nearly ten-hour flight. The slip is a week; the stakes are the 2030s. Success puts Starlink's next-generation capacity online and validates the vehicle that Starbase Louisiana's ten pads are being built to fly at cadence.
  • Falcon 9 keeps the West Coast humming – national security payload, a second Vandenberg mission, and 27 more Starlinks in five days: With all Falcon 9 Starlink missions now shifted to the West Coast to clear Florida for Starship, Vandenberg carried the week: the Space Force national security launch September 15, a second Falcon 9 mission September 16, and 27 Starlink V2 Minis September 19. The rhythm – three launches from one range in five days – is the operational reality behind Gen. Saltzman's summer warning about spaceport strain, and the reason the National Space Transportation Policy's 1,000-launch target reads less like ambition than extrapolation.
  • Europe's launch momentum holds – Avio's Vega-C lofts two ESA climate satellites ten days after Isar's orbital first: Avio launched a pair of European climate-monitoring spacecraft on September 15, delivering instruments to study vegetation, oceans, and atmospheric change – a workmanlike Vega-C success that, coming ten days after Isar Aerospace's historic orbital launch from Norway, gives European launch its strongest fortnight in years. The contrast with the summer's sovereignty anxieties is the point: as Brussels routes €60 billion-plus toward defense space and the EU-ESA balance shifts, Europe now has both an institutional vehicle flying reliably and a commercial startup proving orbit from continental soil.

💭 A Word From Christophe Bosquillon

SecAF Troy Meink created quite a stir on Sept. 14 when he acknowledged for the first time the USSF had deployed weapons in space: "We are increasing readiness against existing threats, and the United States has on-orbit space control weapons capable of defending the Joint Force against hostile adversary action." Speaking at AFA's Air, Space & Cyber Conference, Meink first said USAF/USSF "must confront and defeat rapidly changing, AI-enabled threats while navigating a budget process built for a different pace of warfare". The department's mission is to "defend the homeland, deter all adversaries, and … if necessary … win in combat," hammering the last nail in the coffin of a deluded concept known as "space as sanctuary."

Meink later said the acknowledgement was intentional and the phrasing "very well thought out," including the fact the mention of existing on-orbit space weapons, if a first, remained vague: "It is critically important that we maintain our dominance, not only in the air but in space. So, we've had to take steps to make sure that when we're threatened, we can take care of that" - a statement neither unexpected nor isolated. Rather, it is consistent with broader U.S. strategic signalling observed in recent years, while also supporting domestic funding discussions ahead of the next budgetary cycles, and further delineating what "effective" deterrence in space means in practice.

In 2025, the USSF began openly discussing its ability to conduct warfare in the space domain and published a frameworkto outline its operational concepts. In Spring 2026, USSF-published policy for offensive defense encompassed cislunar space and the Moon. So did recently USSPACECOM's policy. The USSF warfighting framework specifies the service is interested in both kinetic and non-kinetic offensive weapons. Some of the on-orbit operations those systems could perform include orbital strike and space link interdiction. Then Meink further mentioned that launches of the Space-Based Airborne Moving Target Indication (SB-AMTI) constellation would begin this September.

Meanwhile, Victoria Samson, Secure World Foundation's chief director of space security and stability, commented: "Well, that's huge, because I don't think any U.S. government official has ever said that before. The U.S. also now has to accept the Chinese and Russians doing/saying the same. I don't think that this is going to be in the interest of U.S. national security." Well, it depends.

Russia and China have long proliferated their own Earth and space-based ASAT arsenals. Russia is fielding FOBS. Chinese space doctrine is deliberately offensive with Starlink as key target. Orbit is a dazzling and jamming shooting gallery. RPOs, grabbing, "accidental" debris fields, maneuverability, already add to the mix. There's nothing risqué about Meink's declaration: instead, it closes the gap.

Meink's statement terminates the dangerous stance of deterrence and defense confined to the half-baked concept of passive "resilience" and defensive rather than offensive counterspace capabilities. It's time to stop pretending we're not engaged in the gray space of irregular, hybrid, unconventional warfare, in orbit and beyond. That order of battle was long overdue. Thank you SecAF Meink.
