The structure carries the caveat that defines the whole debate – $59.2 billion sits in the base request, while $12.1 billion depends on a reconciliation package Congress has shown little appetite for passing, meaning the real number lands somewhere in a $12 billion range nobody can yet predict. More than 75% of the growth flows to just four areas: classified programs, moving target indication, missile warning, and command and control – the same MTI capability new Chief of Space Operations Gen. Douglas Schiess named his top priority, and the same architecture Golden Dome depends on. Senators Catherine Cortez Masto (D-Nev.) and Katie Britt (R-Ala.) recently introduced the 'Space Superiority Readiness Act' under the form of a bipartisan Bill aiming 'To improve space control and space superiority readiness': this would direct the DoD/DoW to strengthen the U.S. Space Force's preparation for a conflict with China, along two avenues: expanding capacity to conduct wargaming, modeling, and simulation of peer conflict scenarios in the space domain; and developing training programs for space operators, focused on tactics, techniques, and procedures necessary for space control operations. Within 6 months, SecDef/War shall submit to Congress, in unclassified form, a report on Chinese commercial space capabilities, and their potential military applications.

This request departs from the routine DoD/DoW and think tanks reporting about adversaries military technology: no more excuses for being blindsided about Chinese counter-space and commercial dual-use capabilities. The two senators were among a bipartisan group having visited Greenland's Pituffik Space Base in May, that contributed to their concern for space operations and the U.S. Space Force.

Senator Cortez Mastro filed the Bill, initially introduced as a standalone piece of legislation, as an amendment to the FY27 NDAA, that had already passed the Senate Armed Services Committee, pending further review by the full Senate. Subject to congressional approval, the Space Force will get up to a 120% budgetary increase in the FY27 request, which is more than 3 times any other service: $59.2B come from annual appropriations, which is more than double the FY26 level, while $12.1B come from the White House's proposed reconciliation bill, as part of a total $350B defense spending.

This happens when China's LandScape just sent its reusable Zhuque-3 rocket to orbit while landing and recovering its rather Falcon9-ish booster for the first time, joining the SpaceX and Blue Origin exclusive club. When Chinese firms expand full steam ahead in orbital data centers. And when the U.S. is "about to wake up to the threat of the Chinese space program" with Chang'e-7 heading to the Moon. Future will say whether the Bill provided enough delta-v to sustain the endless marathon for space power across the Solar System.
