Schiess as Chief of Space Operations in a voice vote Thursday night, August 6, making him the third officer to lead the Space Force since its 2019 founding and elevating him to four-star rank as successor to Gen. B. Chance Saltzman. Schiess arrives with his priorities already on the record from his July hearing: fielding space-based moving target indication, building the capability to disrupt Chinese military space systems he described as advancing "breathtakingly fast," and executing a $71 billion budget request that would more than double the service's resources. He inherits a service mid-transformation – nine new acquisition portfolios, Golden Dome execution responsibility, spaceport strain he must now manage rather than merely warn about, and a launch enterprise whose demand has nearly tripled. The smooth, unopposed confirmation is itself a signal: in a Congress fighting over nearly everything else in defense policy, the Space Force's trajectory has bipartisan running room.

The schedule converts Golden Dome from architecture diagrams into a testable program with falsifiable dates, and it puts newly confirmed program commander Gen. Michael Guetlein on a clock: space-based intercept – hitting a boosting missile from orbit – remains the hardest physics problem in the architecture, one the Strategic Defense Initiative never closed. The week's cadence tells the story of a program moving at deliberate speed: tracking satellites awarded in July, tracking ships contracted, and now interceptor test dates on paper.
  • Pentagon bets $820 million on domestic drone manufacturing – conditional loan to Performance Drone Works attacks the component chokepoint behind the 300,000-drone goal: The Defense Department's Office of Strategic Capital moved to issue Performance Drone Works a conditional loan of up to $820 million on August 4 to establish large-scale domestic manufacturing capacity for critical small-drone components – motors, optics, and flight controllers that today come overwhelmingly from Chinese supply chains. The structure matters as much as the number: this is a loan, not a contract, marking the Pentagon's growing use of capital-markets tools to build industrial capacity it cannot procure into existence. Paired with the $1.1 billion push toward 300,000 one-way attack drones and Neros's $500 million Archer award, the through-line is now explicit – the U.S. is rebuilding an entire consumable-airframe industrial base, and the constraint isn't design, it's the component supply chain the loan targets. The same week, CACI took a $500 million award supporting Joint Interagency Task Force 401's Domestic Shield homeland defense mission, the counter-drone answer to the vulnerability Gen. With the $8 billion Iridium acquisition pending, Rocket Lab is assembling exactly the vertically integrated stack – launch, satellites, targets, operations, and soon global communications – that analysts spent the summer debating, and the Space Force is validating the model one award at a time.

  • Kyiv's worst night of the summer – Russia's August 5 barrage kills 17 as Ukraine's depleted defenses intercept zero of 28 missiles: Russian missile and drone strikes on Kyiv and its surrounding region killed 17 people and wounded 44 overnight into Wednesday, August 5, in a two-hour barrage of 24 ballistic missiles, four missiles identified as hypersonic Zircons or supersonic Oniks, and 115 drones – many jet-powered. The defining fact: Ukraine's air defenses stopped none of the incoming missiles, a zero-intercept night that lays bare the interceptor depletion crisis months of analysis predicted. The attack followed an August 1 strike that killed nine in Kyiv and damaged the Lithuanian embassy. The arithmetic connects directly to the season's procurement story – the $58.6 billion Patriot production contract, Europe's Bliksem EXO consortium, and Ukraine's own FREYJA program all exist because interceptor magazines, not radar coverage, have become the binding constraint of modern air defense. Russia's saturation tactics are optimized against exactly that constraint, and this week they worked completely.
  • NASA and Northrop Grumman turn Gateway's habitat into Moon Base hardware – HALO reborn as three Lunar Infrastructure Demo missions: NASA and Northrop Grumman announced this week that technology from HALO – the Habitation and Logistics Outpost module orphaned by NASA's pivot away from the Gateway lunar station – will be repurposed into three Lunar Infrastructure Demonstration missions (LID-1 through LID-3) testing surface power, thermal management, autonomy, communications, and hosted payload services capable of surviving the lunar night at the Moon's South Pole. For Northrop, it converts a strategic dead end into a franchise position in lunar surface infrastructure – and for the Artemis program, it keeps hardware momentum aligned with the 2027 crewed landing target.
  • Commercial lunar pipeline clears its gates – four commercial landers pass final test milestones simultaneously as Moon Base Phase I takes shape: Reporting this week highlighted four commercial lunar landers clearing final test gates at the same time, an unprecedented alignment of the CLPS-era pipeline feeding NASA's Moon Base architecture. Paired with the HALO repurposing and the CLPS ceiling expansion to $4.2 billion, the lunar surface economy Christophe Bosquillon's July column flagged – lunar activity investment up 43% year over year – is moving from investor thesis to manifested hardware. The South Pole is quietly becoming the most contested real estate in the solar system, with the U.S. commercial pipeline, China's International Lunar Research Station bloc, and now doctrine-level cislunar strategy (per USSPACECOM's SWE 2040) all converging on the same terrain.

🛰️ Technology & Commercial Developments

  • SpaceX's first earnings call as a public company – Musk commits to catching the Ship this month as Starship pivots to operational Starlink delivery: SpaceX held its first earnings call since completing the largest IPO in history on August 4, and Elon Musk used it to set an aggressive marker: the next Starship flight – tentatively slated for the end of August, pending regulatory approval – will carry the first upgraded Starlink satellites to orbit and attempt to return the Ship to the launch tower for the first catch of the program's upper stage. Flight 13's clean July performance – all 20 Starlink V3s deployed and communicating – earned the program the right to attempt orbital deployment and Ship recovery in a single flight, the two milestones that unlock Starship's operational economics. A caught, reflyable Ship plus V3 mass deployment is the capacity engine behind Starlink's next revenue phase, and with public shareholders now on the line, the program's test cadence has a earnings-call clock attached to it for the first time.
  • Blue Origin traces New Glenn's destruction to a single valve – BE-4 main oxygen valve identified as modified hardware targets end-of-August readiness: Blue Origin delivered its first detailed root-cause update on the May 28 hot-fire failure that destroyed New Glenn and its pad, with CEO Dave Limp confirming the anomaly originated at the main oxygen valve on one of the first stage's seven BE-4 engines. Modified valve hardware is expected ready by the end of August, keeping return to flight targeted for year-end on the rebuilt Launch Complex 36 with its new crane-erected integration approach. The diagnosis matters well beyond Blue Origin: BE-4 engines also power ULA's Vulcan, and a definitively identified – and fixable – valve fault is far better news for the dual-grounded national security launch fleet than a lingering unknown. If the fix holds, 2027 could open with three American heavy-lift vehicles flying; until then, the SpaceX monopoly on U.S. heavy lift runs on.
  • AST SpaceMobile adds three BlueBirds as direct-to-device competition compounds – Falcon 9 doubleheader keeps the constellation math moving: SpaceX launched three AST SpaceMobile BlueBird satellites from Cape Canaveral on August 5, a day after lofting 24 Starlink satellites from Vandenberg – the incumbent hauling its sharpest direct-to-device rival to orbit, as it has all year. AST's constellation growth extends the space-to-cellphone coverage that produced its 1,952% year-over-year revenue growth, and the D2D segment's momentum tracks exactly the satcom growth the Space Foundation's annual report quantified – a category expanding at 9.5% annually with direct-to-device the fastest-moving piece. The strategic irony of SpaceX launching its own competition remains one of commercial space's structural facts: launch dominance means every rival's roadmap runs through Hawthorne's manifest.

💭 A Word From Christophe Bosquillon

An excellent European Space Policy Institute (ESPI) orbital data centers (ODCs) report just dropped, titled 'Constellating compute: China's domestic policy towards orbital data centre leadership.' What the report is really about is, that if Europeans keep accumulating delays and underachievements in developing and deploying ODCs, they will, at this rate, end up depending on third-party providers. While Europe is debating, China is building.

China has pursued ODCs (and implied capabilities space domain AI and robotics) through four converging elements: top-down policy drafting and guidance, private and state-owned industry adaptation, municipal and provincial government incentivisation, and supporting non-state actors and groups. Central to this effort have been the state-owned China Aerospace Science and Technology Corporation (CASC), who first formalised ODCs in a new strategy; the Beijing Municipal Government, and the Zhongguancun Science Park in Beijing, and a multitude of startups.

Europe hasn't remain entirely inactive, from the EU-funded ASCEND research project to ESA's Φ-sat-2 mission with Open Cosmos. But as China's momentum builds, the tech gap is widening. At this rate, Europe will not only depend on third-party providers to compute its own space data, but will lose its access to orbital intelligence altogether. For "European sovereignty" to be more than a buzzword, EU institutions need to start by offering, to industry primes and startups, contractual demand for space compute and in-space data processing. Something drastic needs to happen now, else, that will again mean too little too late.

Meanwhile, the U.S. is already preparing to fight next level orbital warfare, starting with sats position and manoeuvrability data control. As COMSPOC's Chief Scientist and Director of the Center for Space Standards and Innovation Dan Oltrogge argues, satellite operators make decisions based on the quality and confidence of orbital data they receive. New research indicates that, unless orbital data is improved for space safety and security to be effective, persisting gaps will result in a "Space Situational Awareness confidence deficit." In the years ahead, strengthening that SSA confidence will prove essential for the U.S.. It will be up to Europe to deal with this new reality, or suffer the most dire consequences.

Niki Werkheiser is a former NASA senior executive and technology strategist with more than 30 years in human spaceflight and emerging technology. She trained John Glenn for his return to orbit on STS-95, established NASA's In-Space Manufacturing program – which flew the first 3D printer ever operated in space – founded the Lunar Surface Innovation Initiative and its consortium of more than a thousand organizations, and rose to Director of Technology Maturation at NASA Headquarters, overseeing more than $1.5 billion in advanced technology investments.
